カグラが最後の思い出した『肯定なんてされてなかった』というのを見ると、もしかして集められたみんなは『超高校級になれなかった人たち』という事なのではないでしょうか。
そうだと肯定されてないカグラが絶望した事や六道を殺したことを後悔するのも何の意味もないため当然だと思いますし…
……でも、それだと土屋は何のためにこのゲームをしたのでしょう…
今更感強いですが…
公式サイトに黒幕も学校の目的もこの子達がどうして学校に入ったのか等が全て書いてありますよ！(ただ何章で誰がクロになる、被害者になるかは書いてありませんね…)

実はそのあかいくつは呪われた靴で
履いたら死ぬまで…いや死んでも踊り続ける呪いがあって、女の子が死神に足を切ってと言って女の子が死んでしまう物語があったはず。
あかいくつの文字が出た時汗が出ました…

世の中の一部の人は 「超高校級に取り憑かれたら彼らの未来はそれだけではないのか？」という事で 親の志願か自身の志願でない限り 入れない学校(超高校級の人に限る)(親が志願の場合 精神的に追い詰めたりする)に入学 そこで超高校級の才能を捨て 一般人となる
そこで黒幕は「お前らは自分の才能を捨てた。才能のない人間なんて面白みもないし死んでるも同然。なら、別に死んでもいいでしょ」となりこのデスゲームを作り上げる
多分こんな感じ……かな？

BTW, in the original, why did Maiko got shocked, and then suddenly cried and begged for her life? I skimmed the translation but I still don't get it.
Nizar Muzakki I believed she figured out that they were friends or something like in Danganronpa 1. They probably lost their memory the same way they did in Danganronpa 1.

Ayumu: "Within that chance, the culprit heard that I'm actually a boy and thought up their crime."
Act 2
Ayumu: "The culprit needed two preliminary items to commit their crime. The first was a way to lure out the victim to kill them."
Ayumu: "So, they crafted a situation where you would think that only a "boy" could have done it."
Ayumu: "To create such a situation, they deceived Samejima-kun by calling him out."
Ayumu: "If he opened up a locker that can't be opened with a boy's strength in the boys' locker room, then one would have thought that it was a girl who committed this crime."
Ayumu: "Just as the culprit predicted, Samejima-kun opened the locker with all of his strength and then curled up and tossed the letter into the trash bin in the boys' locker room."
Ayumu: "But our culprit also didn't assume that their crime would be be so obvious."
Ayumu: "That was just before the actual trick."
Ayumu: "If it is possible that Samejima-kun isn't the culprit, then they have to make all of the boys suspicious by entering this place next."

Ayumu: "Around the time Samejima-kun was opening that locker, the culprit called Saiji-kun to their room."
Ayumu: "They used the rope in the dangerous weapon set to strangle his neck, killing him."
Ayumu: "Next, they placed the dead Rokudou-kun on a push cart from the girls' locker room and transported it to the front of the boys' locker room."
Ayumu: "They went out of their way to use a cart because they couldn't dispose of the body if met someone as they carried the body."
Ayumu: "Once their worries ended with anxiety, they safely carried Saiji-kun's body to the boys' locker room. However, our culprit made one miscalculation."
Ayumu: "Saiji-kun's dead body was covered in dust which will result folks being suspicious of them. They could clean up the push cart, but then someone would notice that during the investigation."
Act 4:
Ayumu: "They brought his body in front of the dressing room and used Saiji-kun's E-handbook to open the door."
Ayumu: "Making use of their ultimate reflexes, they threw Saiji-kun's body by either kicking him or tossing him in there."
Ayumu: "Afterwards, the cart was returned to the girls' dressing room. But on their way back, the culprit noticed their second mistake."
Act 5
Ayumu: "Comparitvely slender, Rokudou-kun did try to fight back before he was killed."
Ayumu: "There were wounds left behind on the culprit's body."
Ayumu: "In order to deceive us, the culprit thought up "their wounds because they fell".
Ayumu: "But, the infirmary wasn't open that late at night. So, they had to treat that the following morning."
Act 6
Ayumu: "On the morning of the incident, we were uneasy because we didn't see Saiji-kun or Maiko-chan, so we went looking for them."
Ayumu: "The culprit was in the infirmary hiding the wounds from the incident."
Ayumu: "Afterwards, the culprit pretending to act worried because Saiji-kun was missing and was waiting for the moment for us to find the dead body."
Ayumu: "This is probably absurd that there is another person who is hiding something like me."
Ayumu: "But when I think about the incident, only one person comes to mind that could have done it."
